Flying Horse is a master-planned community, organized and operating as a group of Title 32 Metropolitan Districts located in the City of Colorado Springs. The primary purpose of the Districts is to finance the construction and maintenance of public improvements for the use and benefit of all expected residents and taxpayers of the Districts. The Districts are recognized as independent units of local government, separate and distinct from the City.
